The skirt is perfect size for kids 3-9 I would say, probably even more. It was much too cold for bathing suits and summer clothes at my luau party, but it can be worn on top of clothes. You definitely have to make sure your child is wearing something underneath though, as it is very see-through, it doesn't have many layers. The material is paper-like, the color is beautiful vibrant pink and the best part is how easy it is to use, it has an elastic band at the waist to wear it like any pair of sweatpants, so it fits well for many kids' sizes and ages.
